VBy the proclamation on Hamle 17th, 1932, I announced to you that I advised the Italians in Ethiopia and who were completely uncircled to submit to our Chiefs in order to avoid being killed. Conseguently I recommend to you to
receive in a suitable manner and to keep all the Italians who submit to you with or without arms. Do not reproach them for their atrocities to which
they have subjected our population. Show them that you are soldiers possesing human feelings and human heart. Do not forget that during the
Battle of Adowa, the valiant Ethiopian warriors who had handle over the Italian prisoners to their Emperor have increased the honour and elevated the name of Ethiopia. In Libya the British troops have captured more than 130,000 men. The Greek troops have captured many thousands of Italians in Albania. The British troops have co-operated with us and those who have
penetrated into Eritrea continue to capture each day numerous Italians.
The Italians are escaping and evacuating the regions to the West of Ethiopian territory, from the North of Ethiopia to Lake Rudolph. In the face of these
circumstances, be vigilant on all your positions so as to avoid that they destroy the country in the course of their withdrawal. But we recommended to
you to spare their lives and treat well the enemy which will represent humanity;
We particulary recommend to you spare and respect the life of
children, women and old people. Do not pillage the goods of others, even the property of the enemy. We recommend to you not burn any house. When I order you to respect all these things it is only to ask to you to perform an act of conscience, because my heart tells me that the Ethiopian people is not
unfair to any other civilized people in their respect for the laws of war.

"Attraverso il Proclama rilasciato nel 17 Hamle, 1932 (1940), vi ho
annunciato che consigliavo agli Italiani in Etiopia e a coloro che erano completamente circondati di arrendersi ai nostri Comandanti al fine di evitare che fossero uccisi. Conseguentemente vi ho raccomandato di ricevere
in maniera adeguata e di custodire tutti gli Italiani che si sarebbero arresi a voi con o senza armi .
Non rimproverateli per le atrocità a cui hanno sottoposto la nostra popolazione. Mostrate loro che siete soldati in possesso di sentimenti e cuore umani.
Non dimenticate che durante la Battaglia di Adua, i valorosi combattenti etiopi che consegnarono i prigionieri italiani al loro Imperatore accrebbero l'onore ed elevarono il nome dell'Etiopia. Attualmente, come sapete, le truppe italiane vagano
disperse in Libia, Albania ed Etiopia. In Libia le truppe britanniche hanno
catturato più di 130,000 uomini. Le truppe greche hanno catturato molte migliaia di Italiani in Albania. Le truppe britanniche hanno cooperato con noi e quelle che erano penetrate in Eritrea continuano a catturare ogni
giorno numerosi Italiani. Gli Italiani stanno scappando ed evacuando le regioni ad Ovest del territorio Etiope, dal Nord dell'Etiopia sino al Lago Rudolph. Dinanzi a queste circostanze, siate vigili in tutte le vostre
posizioni così da evitare che essi distruggano il paese durante la loro ritirata. Ma vi abbiamo raccomandato di risparmiare le loro vite e di trattare bene il nemico che avrebbe manifestato umanità.; vi raccomandiamo particolarmente di risparmiare e rispettare la vita dei bambini, delle donne e degli anziani. Non saccheggiate i beni altrui, perfino la proprietà del nemico. Vi raccomandiamo di non bruciare alcuna abitazione. Quando vi ordino di rispettare tutte queste cose è solo per
chiedervi di compiere un atto di coscienza, poiché il cuore mi dice che la gente etiope non è diversa da ogni altra popolazione civilizzata nel rispetto delle leggi della guerra.
